Small arguments can definitely fuel up to big and catastrophic events if we allow our emotions to rule us. Although there are still no reports as to the reason of the shooting incident, the initial investigation saying it all started with an argument will tell us that this is another crime that started out with a misunderstanding. It is only unfortunate that one was carrying a gun and probably, made him more aggressive. While the suspect is still at large, the victim can definitely give an account on the situation. The suspect probably does not have the intention to kill the man since the gunshot was directed on the ankle and not on vital body parts.
